Notice of Objection:  Willow Springs DFPZ and Restoration Project

A Final Environmental Assessment (FEA) for the above authorized fuel reduction project is available for review. The Willow Springs DFPZ and Restoration Project is approximately 1,406 acres, 964 of which would be Defensible Fuel Profile Zones (DFPZ).  Within the DFPZ and in other areas of the project, 30 acres of group selection harvesting, 312 acres of aspen enhancement, 167 acres of meadow edge enhancement, 344 acres of Eastside pine thinning, 336 acres of Eastside pine enhancement, 58 acres of mixed conifer thinning, 93 acres of pre-commercial thinning, and 66 acres of light thinning in the Post Fledgling Area (PFA) would be performed.  The project is located in T30N, R9E and T31N, R8 and 9E.  Copies of the FEA are available at Eagle Lake Ranger District, 477-050 Eagle Lake Road, Susanville, CA 96130.  The Responsible Official, District Ranger, Theresa Frolli, intends to prepare a Decision Notice and Finding of No Significant Impact (FONSI) selecting Alternative C, as described above.

 Additional information regarding this FEA and/or the predecisional administrative review process (objection) can be obtained from Kevin Kyle, Project Forester, or Dominic Cesmat, Eagle Lake Ranger District, at 530-257-4188.

Opportunity to Object:  This proposed hazardous fuel reduction project is subject to the objection process pursuant to 36 CFR 218. It is not subject to the notice, comment, and appeal procedures found at 36 CFR 215 (36 CFR 218.3). Only those individuals and organizations who previously submitted written comments specific to this project, during scoping or other public involvement opportunities, have standing to file an objection (36 CFR 218.7(a)).

Objections, including attachments, must be filed (regular mail, fax, e-mail, hand-delivery, express delivery, or messenger service) with the appropriate Reviewing Officer (36 CFR 218.8) within 30 days from the publication date of this notice in the Lassen County Times. Notices of objection must meet the specific content requirements of 36 CFR 218.8(c). Incorporation of documents by reference shall not be allowed (36 CFR 218.8 (b)). The publication date of this notice is the exclusive means for calculating the time period to file an objection (36 CFR 218.10(b)(3)). Those wishing to object should not rely upon dates or timeframe information provided by any other source.

Electronic objections, in acceptable [plain text (.txt), rich text (.rtf) or Word (.doc)] formats, may be submitted to appeals-pacificsouthwest-lassen@fs.fed.us with Subject: Willow Springs DFPZ and Restoration Project Objection.  The Responsible Official may not issue a decision for this hazardous fuel reduction project until the Reviewing Officer has responded to all pending objections. The Reviewing Officer shall issue a written response to the objector(s) concerning their objection(s) within 30 days following the end of the objection-filing period (36 CFR 218.10(e)). When no objections are filed within the 30-day time period, the decision may occur on, but not before, the fifth business day following the end of the objection-filing period.

The Stones-Bengard Community Service  District Board of Directors has prepared a preliminary rate increase schedule for  the 2010/2011 Fiscal Year commencing July 1, 2010.  The rate increases will be mailed to each sewer customer and for  public inspection at the SBCSD Fire Hall bulletin Board, 509-695 Stone Rd. and at the Buck’s Bay Bulletin Board. AIR DISTRICT SEEKS APPLICANTS

 FOR THE CARL MOYER PROGRAM

The Lassen County Air Pollution Control District is now receiving applications from qualified applicants for Carl Moyer Memorial Program Funds; Year 11. 

Applicants who own certain  on- and off-road equipment are eligible to apply for grant funds to replace or retrofit old diesel motors with newer less polluting motors including,  Stationary Agricultural Engines, Off-Road Diesel Repowers and Retrofits and On-Road Heavy Duty Vehicle Repower and Retrofits. 

The District may fund up to 85% of the cost of the project.  The amount of funding is directly related to the annual hours of operation, term of contract, and pollution reduction.  More information on the program can be obtained by calling the District at 530-251-8309 or the Air Resources Board Website: http://www.arb.ca.gov/msprog/moyer/moyer.

Interested applicants should contact the District by calling 530-251-8309 and request an application.  Applications will be reviewed after the preliminary application date of:  March 8, 2010.  All projects funded with Year 11 Carl Moyer funds must be completed by June 30, 2011.

Notice of Objection:  Willow Springs DFPZ and Restoration Project

A Final Environmental Assessment (FEA) for the above authorized fuel reduction project is available for review. The Willow Springs DFPZ and Restoration Project is approximately 1,406 acres, 964 of which would be Defensible Fuel Profile Zones (DFPZ).  Within the DFPZ and in other areas of the project, 30 acres of group selection harvesting, 312 acres of aspen enhancement, 167 acres of meadow edge enhancement, 344 acres of Eastside pine thinning, 336 acres of Eastside pine enhancement, 58 acres of mixed conifer thinning, 93 acres of pre-commercial thinning, and 66 acres of light thinning in the Post Fledgling Area (PFA) would be performed.  The project is located in T30N, R9E and T31N, R8 and 9E.  Copies of the FEA are available at Eagle Lake Ranger District, 477-050 Eagle Lake Road, Susanville, CA 96130.  The Responsible Official, District Ranger, Theresa Frolli, intends to prepare a Decision Notice and Finding of No Significant Impact (FONSI) selecting Alternative C, as described above.

Opportunity to Object:  This proposed hazardous fuel reduction project is subject to the objection process pursuant to 36 CFR 218. It is not subject to the notice, comment, and appeal procedures found at 36 CFR 215 (36 CFR 218.3). Only those individuals and organizations who previously submitted written comments specific to this project, during scoping or other public involvement opportunities, have standing to file an objection (36 CFR 218.7(a)).

AIR DISTRICT SEEKS APPLICANTS

 FOR THE CARL MOYER PROGRAM

The Lassen County Air Pollution Control District is now receiving applications from qualified applicants for Carl Moyer Memorial Program Funds; Year 11. 

Applicants who own certain  on- and off-road equipment are eligible to apply for grant funds to replace or retrofit old diesel motors with newer less polluting motors including,  Stationary Agricultural Engines, Off-Road Diesel Repowers and Retrofits and On-Road Heavy Duty Vehicle Repower and Retrofits. 

The District may fund up to 85% of the cost of the project.  The amount of funding is directly related to the annual hours of operation, term of contract, and pollution reduction.  More information on the program can be obtained by calling the District at 530-251-8309 or the Air Resources Board Website: http://www.arb.ca.gov/msprog/moyer/moyer.
