STRATEGY REPORT
The Comprehensive Economic Development Strategy Committee has published a draft of the 2012 Comprehensive Economic Development Strategy report for the County. Prior to adopting and submitting this report to the U.S. Economic Development Administration, a thirty (30) day period of public comment is required.
PUBLICATION: The draft report is available for review on the County of Lassen’s website at www.co.lassen.ca.us. Copies are also available at the County of Lassen’s Administration Office located at 221 S. Roop Street, Susanville, California 96130, and the County of Lassen’s Department of Planning and Building Services located at 707 Nevada Street, Suite 1, Susanville, California 96130, between the hours of 8:00 a.m. and 5:00 p.m. on Monday through Friday.
DATE AND TIME: Public comment period is from October 23, 2012, through November 26, 2012, at 12:00 p.m.

Will be received at Lassen Municipal Utility District, 65 S. Roop Street, Susanville,
California 96130, until 10:00 a.m. on November 15, 2012. Sealed Proposals will be publicly opened at the above address at 1:30 p.m.
General Work Description:
Install engineered fill for substation pad; install rip rap, swale, culvert, underground conduit, and base rock for encroachment as noted on plans dated October 23, 2012 by NST Engineering, Inc., titled "Project Plans of Lambert Lane Substation, Substation Pad Development."
Walk through is required for all prospective bidders. A pre-bid Conference will be held at 1:30 p.m., November 9, 2012, at the proposed Lambert Lane Substation site.
The successful bidder must possess the following proper classification of Contractor's license: General Engineering license.
This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder's attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities if requested by the Contractor.
This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.
Plans and specifications may be obtained at the office of the Project Engineer, NST Engineering, Inc., 1495 Riverside Drive, Susanville, CA. A copy of the bid documents may be obtained at the Engineer's Office upon request and payment of $20.00. The amount of the payment is charged at cost and is not refundable.
The Contractor shall also furnish Certificates of Insurance, with Lassen Municipal Utility District named as an additional insured, in amounts and coverage as specified in the Specifications.
Lassen Municipal Utility District hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
Pursuant to Section 1770 and 1771, of the Labor Code, all Contractors and Subcontractors shall pay the General Prevailing Wage Rates on Public Works Contracts.
Pursuant to Section 1773 and 1773.1 of the Labor Code the general prevailing wage rates in the County in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. Consideration of a Municipal Service Review and Sphere of Influence for the Susanville Sanitary District.
LAFCO is charged with applying the policies and provisions of the Cortese-Knox-Hertzberg Act to its determinations regarding Municipal Service Reviews and Spheres of Influence. LAFCO is required to conduct a Municipal Service Review and Update a Sphere of Influence consistent with the policies and procedures of Lassen LAFCO and the LAFCO Act.
The Hearing Draft Municipal Service Review and Sphere of Influence document will be available for review at the City Susanville Administrative Office located at the Susanville City Hall, 66 N. Notice of a Finding of No Significant Impact (FONSI)
The USDA, Rural Utilities Service has received an application for financial assistance from the Susanville Indian Rancheria. The proposed project consists of 1) the construction of a 100,000 gallon bolted steel water storage tank adjacent to the existing water tank along with the associated piping and fencing; 2) Renovation of approximately 2,400 feet of existing access road including grading, culverts and base rock; 3) installation of a 135 kW generator, transfer switch and security fence at the Upper Rancheria’s booster pump station. The project site is located on the Susanville Indian Rancheria, within a portion of the east ½ of Section 20, T30N, R12E, MDB&M.
As required by the National Environmental Policy Act, the Rural Utilities Service has assessed the potential environmental effects of the proposed project and has determined that the proposal will not have a significant effect on the human environment and for which an Environment Impact Statement will not be prepared. The basis of this determination is the review of all environmental information including any comments from the public and regulatory agencies. In order to avoid or minimize any adverse environmental impacts, the Rural Utilities Service will require the applicant to incorporate the following mitigation measures into the proposed project’s design and construction. (1) A cultural resource monitor will be invited to be on site during any earth disturbing activities; (2) if any human remains are encountered during any phase of construction, all earth-disturbing work shall stop within 50 feet of the find. The county coroner shall be contacted to determine whether investigation of the cause of death is required as well as to determine whether the remains may be Native American in origin. Should Native American remains be discovered, the county coroner must contact the Native American Heritage Commission (NAHC). The NAHC will then determine those persons it believes to be most likely descended from the deceased Native American(s). Together with representatives of the people of most likely descent, a qualified archaeologist can make an assessment of the discovery and recommend/implement mitigation measures as necessary. (3) if any previously unevaluated cultural resources (i.e., burnt animal bone, midden soils, projectile points or other humanly-modified lithics, historic artifacts, etc.) are encountered, all earth-disturbing work shall stop within 50 feet of the find until a qualified archaeologist can make measures as necessary. This stipulation does not apply to those cultural resources evaluated and determined not Historical Resources/Historic Properties in this report. (4) in the event that project plans change to include areas not surveyed, additional archaeological reconnaissance may be required. (5) prior to construction and in accordance with EPA Best Management Practices, an erosion control plan (SWPP) must be developed and implemented so that the project will not cause or increase erosion during and after construction. (6) to preserve air quality during construction, dust control measures are to be implemented to reduce dust emissions in compliance with the Lassen County Air Pollution Control District.

Separate sealed Bids for the construction of the West Patton Village Connection Project – Phase 3 Distribution System Improvements will be received by the Herlong Public Utility District, the Owner, at the office of the Owner located at 448-805 Pole Line Road, Herlong CA 96113-0515 until 2:00 p.m., local time, on Wednesday December 12, 2012, and then at said office publicly opened and read aloud.
The Work generally includes: installation of approximately 9,100 LF 1 inch through 2 inch HDPE, 6,700 LF of 8” PVC, 3,200 LF of 12 inch PVC, 121 new residential meters, 5 new 2 inch meters with backflow prevention/electrical, 3 new 4 inch meters with backflow prevention/electrical, 2 new 6 inch meters/pressure regulating stations, 2 new below grade fire services, 19 new fire hydrants, 51,000 SF of asphalt replacement, abandonment of existing water system, and finish site grading, fencing and piping for a new water tank currently under construction and all the related appurtenances and incidental work all as contained in the Contract Documents.

Request for Proposal/Qualifications
Introduction
The Susanville Indian Rancheria (hereafter referred to as SIR), a federally recognized Indian Tribe, is requesting proposals/qualifications from qualified Natural Resource Management and Planning Consultants to develop an Integrated Resource Management Plan (IRMP) for lands owned and held in Trust for the SIR.
The SIR received funding from the Bureau of Indian Affairs (BIA) to develop an IRMP for SIR’s Tribal lands. A Tribal IRMP is a long-range, strategic level, comprehensive plan which integrates the management actions applied to a tribe's natural resources and other resources of value. It is a tribal policy document, based on the vision the tribe has for its resources. The IRMP describes the types of management activities which are to be undertaken by tribal and BIA resource management personnel, and serves as the umbrella plan under which all resource planning and management activities are conducted.
Scope of Work
The selected consultant will:
Develop a draft IRMP and provide the Tribal Business Council (TBC), Tribal membership and Tribal partners an opportunity to view and comment on the draft.
Develop a final IRMP based on comments received.
Analyze the environmental impacts of implementing the IRMP in accordance with BIA National Environmental Policy Act (NEPA) standards.
Response to RFP
Please provide the SIR with a narrative addressing the following items:
Letter of interest
Overview of relevant experience with Native American tribes, the Susanville Indian Rancheria, and land use planning.
Background, education, and relevant experience in Natural Resource Management, planning and related research projects.
Budget/workplan/timeline
A list of the resources, data, or other assistance which the proposer expects and requires from SIR in order to complete the project.
Consultation Selection Criteria
Bid shall be awarded to the lowest responsive bid from a qualified consultant. Indian and tribal preference will be applied as stated in 25 CFR Part 900.448(d)(2). An award shall be made to the lowest responsive bid from a qualified Indian-owned business or enterprise if their bid is within 10% of the lowest responsible bidder. All qualified proposals will be considered. The Susanville Indian Rancheria reserves the right to reject any and all bids.
This request for proposals will be advertised for the period of November 6, 2012 through November 20, 2012. An original and two copies of the proposals are to be received by the Susanville Indian Rancheria Tribal Office, 745 Joaquin St., Susanville, CA 96130 by 4:30 P.M., November 23, 2010. Final selection will be made at the December 4, 2012 Tribal Business Council meeting.
