The Forest Service, Lassen National Forest, Eagle Lake Ranger District, has prepared an Environmental Assessment (EA) for the HarveyValley Allotment, Grazing Management Project.  The Eagle Lake Ranger District of the Lassen National Forest has prepared this EA to present the environmental consequences of three alternatives analyzed in detail, including no action.  The project area is located in the north central area of the Eagle Lake Ranger District, bounded by Harvey Mountain on the north, Logan Mountain to the east, Crater Mountain on the south and Cone Mountain to the west.  Copies of the EA are available for your review at the Eagle Lake Ranger District office, 477-050 Eagle Lake Road, Susanville, California. A comment period for this EA is being provided. Military Munitions Response Program Seven Sites Proposed Plan

The United States Army (Army) is providing public notice on the availability of the Proposed Plan for seven munitions response sites within the Main Depot and Upper Burning Ground areas at the Sierra Army Depot (SIAD) in Herlong, California. SIAD is located in the Honey Lake Valley in Lassen County, California, approximately 4 miles west of the California-Nevada state border. The two largest communities near SIAD are Susanville, California and Reno, Nevada.
The Proposed Plan provides site information and presents the Army’s preferred alternative and why that alternative was chosen. The preferred alternatives considered were Alternative 1 – No Action, Alternative 2 – Land Use Controls (LUCs) with 5-Year Review site inspections and Alternative 3 – full clearance to depth with LUCs. The preferred remedy selected is Alternative 2 - Land Use Controls (LUCs) with 5-Year Review site inspections. This alternative involves the use of LUCs to restrict access and reduce the potential for contact with residual munitions and explosives of concern that may be present at the Seven Sites.  The 5 Year Review site inspections will be conducted in conjunction with review by the Department of Toxic Substances Control (DTSC).
The Army is requesting comments on the Seven Sites Proposed Plan.  Written comments will be accepted during the 30-day public comment period which begins on August 20, 2012 and ends on September 19, 2012.  In addition, a public meeting has been scheduled for this project. The public meeting will take place at 6:30 p.m. on September 5, 2012 at SIAD at the Skedaddle Inn, Building 144 Susanville Road in Herlong, California.  Both oral and written comments will be accepted at the public meeting. A final decision regarding the Preferred Alternative for the Seven Sites will not be made until all public comments have been considered. DTSC has prepared a draft Negative Declaration which states the proposed remedy will not have significant effects on the environment.
