Services will be held on Tuesday, Thursday, Friday, and Sunday for 2-3 hours each day. NOTICE IS HEREBY GIVEN that the Lassen County Board of Supervisors will conduct a public hearing on Tuesday, June 22, 2010, at 10:15 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, to discuss and solicit public comment upon fiscal year 2010/2011 Community Development Block Grant (CDBG) General application and a 2010/2011 CDBG Native American application.
The County of Lassen will consider applying for a grant amount of up to $400,000 under the CDBG General Allocation for housing rehabilitation to be performed within the Herlong and Doyle area (Census Tract 406) and up to $400,000 for public improvements to be performed within the West Patton Village Community Services District.
The County of Lassen will consider applying for a grant amount of up to $400,000 under the CDBG Native American Allocation for housing rehabilitation to be performed county-wide for all non-federally recognized Native Americans.
The purpose of the public hearing is to provide citizens an opportunity to comment on the proposed activity(ies). Public Input Sought for Mental Health Services Act
The Lassen County Mental Health Department seeks public input regarding the Mental Health Services Act. The Workforce Education and Training (WET) plan for Lassen County Mental Health represents the third component of the Mental Health Services Act (MHSA) or Proposition 63. MHSA is funded through a 1% tax on the income of individuals making more than one million dollars, and is designed to reduce the long term adverse impact of mental illness and to expand successful programs. Lassen County has completed plans for the Community Supports and Services component and the Prevention and Early Intervention component, and received state approval and funding for these programs.
The Lassen County WET plan is designed to identify shortages in occupations, skill sets and individuals with unique cultural and linguistic competence in the county’s mental health program. The purpose of WET funding is to address shortages within a public mental health system, encourage and prepare individuals (with a focus on consumers and family members) into the mental health field and help offset the costs of degree advancements. WET will contribute to a culturally competent workforce that includes clients and client family members, all in a service system that promotes wellness, recovery and resilience and leads to measurable outcomes.
The stakeholders have identified four plans for the Workforce Education and Training proposal. The fourth component is to provide the staffing support to assure that education and training programs are coordinated and evaluated, and that the county participates in Superior region activities to improve access in this remote area to high quality education and training. In addition to the staff support, the three plans are:
Collaborative Partnership Training and Technical Assistance: Consultant and training resources are needed to improve the capacity of Lassen County Mental Health therapists, consumer and family member partners, and partner agencies to better deliver services consistent with the fundamental principles of the Mental Health Services Act. These include expanding our capacity to provide services that support wellness, recovery and resilience; that are culturally and linguistically competent; that are client-driven and family-driven; that provide an integrated service experience for clients and their family members, and that are delivered in a collaborative process with our partners. Consumers and family members will be an integral part of each training, as participants in trainings and as trainers and/or co-facilitators, whenever possible. Our budget includes incentives for participation in training, including travel expenses, meals, and other incentives for participants.
Career Pathways: Design recruitment and training/educational programs that will engage in and prepare individuals for a career in mental health. Lassen County Mental Health will move to identify and support local individuals, including clients and family members, who are interested in entering careers in the public mental health system (strong consideration will be given for consumer/family member experience, Hispanic or Native American candidates, Spanish linguistic competence, and to current employees of Lassen County Health Services).
Financial Incentive Programs: The Loan Repayment program will pay toward the costs of employees loans related to: tuition, registration fees, books and supplies. The Loan Repayment program will be associated with employees participating in training and educational endeavors that are directly linked to addressing occupational shortages related to critical skills needed in; language proficiency, licenses, positions that require advanced degrees, under-representation of racial/ethnic, cultural and linguistic groups in our county workforce. Lassen County will partner with CiMH for administration of loan repayment and determination.
Public comment on the draft Workforce, Education and Training is now sought. The draft Workforce, Education and Training funding proposal is currently available. Bidders are notified that financing for this project is provided pursuant to the Consolidated Farm and Rural Development Act (7 U.S.C. Section 1921 et seq.) and that as allowed in Public Contract Code Section 22300, this contract does not provide for substitution of securities for any monies withheld by the City to ensure performance under this contract. Bidders are further notified that this contract does not permit retainage to be placed in escrow nor to be invested for the benefit of the contractor.
This Contract is funded in whole or in part using funds from the American Recovery and Reinvestment Act (ARRA). Section 1605 of the ARRA prohibits the use of these funds unless all iron, steel, and manufactured goods are produced in the United States. All iron and steel manufacturing processes must take place in the United States, except for metallurgical processes involving refinement of steel additives. There is no requirement for the origin of components and subcomponents of manufactured goods. Products listed at 48 CFR 25.104(a) have been determined to be unavailable in the United States and if required for the project may be purchased from foreign sources. No unauthorized use of foreign iron, steel, and/or manufactured goods will be allowed on this project.
Section 1606 of the ARRA requires compliance with the Davis-Bacon and Related Acts and adherence to the current U.S. Department of Labor Wage Decision. The Contractor must comply with the minimum rates for wages for laborers and mechanics as determined by the Secretary of Labor in accordance with the provisions of the Davis-Bacon and Related Acts. The Contract provisions and related matters set forth in 29 CFR Part 5- Section 5.5 are hereby made a part of this Contract. Attention is called to the fact that not less than the minimum salaries and wages set forth in the Contract Documents must be paid on this project. The Wage Decision, including modification, must be posted by the Contractor on the job site.
This is a Public Works Project and is subject to the rate of prevailing wages as established by the California Department of Industrial Relations. Bidders are notified that the higher of either the Davis-Bacon or the State prevailing wage rate shall apply.
Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class “A” California Contractor’s license.
