Burns will decide LCC perjury issue
According to the 2006-2007 Grand Jury Report, “We are concerned that the sworn and transcribed testimonies before the 2005-2006 Grand Jury of Dr. Homer Cissell and Mr. Rex Branum regarding the deposit of $21,000 of Lassen College funds into the account of the Lassen College Foundation were not true.
“If untrue, the testimonies given by Dr. Homer Cissell and Mr. Rex Branum that Mr. Branum donated the $21,000 from the J. Robinson Intensive Camps to the foundation misled the 2005-2006 Grand Jury and impeded the progress of its investigation.”
In its letter to the attorney general, the grand jury wrote, “ … the Grand Jury has determined that the $21,000 check which was deposited into the Lassen College Foundation account by Dr. Cissell and claimed to be a donation from Rex Branum was intended by J. Robinson Intensive Camps to be payment for the ‘final housing and food services to LCC’ for Camp 2002.”
Bob Burns, the county’s district attorney, said the grand jury apparently has developed a relationship with the attorney general’s office over the past year and sent a request for an investigation to the state’s top law enforcement officials.
Normally, referrals for such investigations would come from the district attorney’s office and not the grand jury.
Last year, the attorney general’s office responded to a request for an investigation from Burns regarding allegations by the grand jury. The attorney general’s office determined while some of Cissell’s actions were somewhat unorthodox, they were not illegal.
Burns said the attorney general’s office called the current grand jury’s allegations “a local issue.”
He said his office was still reviewing the grand jury’s allegations and no determination has been made yet.
