INVITATION FOR BIDS
The Susanville Indian Rancheria (herein called ("the Owner") will receive bids for the construction of four new homes: one two bedroom, one four bedroom, and two three bedroom units, by 5 pm on the 2nd of March 2015. Bids must be sealed and delivered to 870 Joaquin Street # G Susanville CA 96130 or hard mailed to PO Box 970 Susanville CA 96130.
Description of work:
The selected bidder will construct all units as specified in the manner and timeframe included in the bid package. The bidder must meet all the criteria of the bid package to be eligible.
Bona fide bidders may obtain copies of the proposed contract documents, including plans and specifications, by depositing $30 with NST Engineering, located at 1495 Riverside Drive, Susanville CA 96130, 530-257-5173, for each set of documents. Copies will be issued commencing at 10 am on February 3rd, 2015. Deposits will be refunded to each person who returns the documents in good condition within ten days after bid opening. No more than two sets of plans will be issued per bidder.
A pre-bid conference is scheduled for Friday, February 20th, at 9am at 870 Joaquin Street # G. Bidders are urged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of performance of the contract to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for withdrawal of a bid after opening or constitute grounds for a claim after contract award.
A bid guarantee in the form of a certified check or bank draft payable to the Owner, irrevocable letter of credit, U. S. Government bonds, or a satisfactory bid bond executed by the bidder in an amount equal to five percent (5%) of the bid, is required to be submitted with each bid. An itemized cost breakdown, separating materials and labor, is required with each bid.
The contract will be awarded to the lowest responsive and responsible bidder whose bid does not exceed the amount of funds estimated by the Owner to be available for construction of the project, subject to any applicable Indian Preference requirements. Only bids meeting all of the bid requirements included herein shall be considered for award. In the event that the lowest bidder is not awarded a contract, a dissenting contractor has 48 hours in which to file a written complaint.
Competition in this bid solicitation will be open to all qualified bidders. However, if a bid is received from at least one qualified Indian organization or Indian owned economic enterprise and this bid is within five percent of the bid of the lowest responsible bidder, the contract will be awarded to the Indian organization or Indian owned economic enterprise. A bidder claiming Indian preference must complete the Indian Owned Economic Enterprise Qualification Statement included in the bid package which will be used by Owner to determine whether to provide the bidder with an Indian preference.
Bidders claiming Indian preference will be required to submit a completed questionnaire /statement to the Owner in accordance with Section 5 of the attached Instructions to Bidders.
Bids will be opened on March 9th 2015 at 11 am at 870 Joaquin St Unit G Susanville CA 96130. Bids may not be withdrawn for a period of 30 days following the opening of bids without the consent of the Owner.
Award of this contract is subject to a determination by the U.S. Department of Housing and Urban Development (HUD) that the contractor is eligible to contract for federally funded activities.
