The proposed amendments are to comply with the U.S. Federal Emergency Management Agency’s recommendations to create written standard operating procedures for substantial damage improvements; to promote the public health, safety and general welfare; to minimize public and private losses due to flood conditions in specific area; and incorporate multiple updates.

A Final Environmental Assessment (FEA) and a draft Decision Notice/Finding of No Significant Impact (DN/FONSI) for the above project is available for review and opportunity to object. This pre-decisional objection period is intended to provide those interested in or affected by this action an opportunity to make their concerns known prior to a decision being made. The project is located in three areas along Pine Creek and associated tributaries on the Eagle Lake Ranger District of the Lassen National Forest (Township (T) 31 North (N), Range (R) 8 East (E), Sections (S) 1-4 and 11; T32N, R9E, S16, 29, 31-32; T33N, R8E, S36; and T33N, R9E, S31 of the Mount Diablo Meridian). Copies of the FEA and draft DN/FONSI are available at the Eagle Lake Ranger District office or on the web at http://www.fs.usda.gov/projects/lassen/landmanagement/projects. The Responsible Official, Ann Carlson, District Ranger, intends to select the proposed action, which includes the following actions to improve the overall function of Pine Creek: recontour decommissioned roads, railroad grades, and in-stream water holes; decommision unauthorized routes; provide new water sources for livestock; and block diversions to improve hydrologic connectivity and water retention patterns.
