The proposed ordinance revises Title 12 of the Lassen County Code, repealing and re-enacting Chapter 12.26, Flood Damage Prevention, which regulates construction in and around floodplains. The proposed amendments are to comply with the U. S. Federal Emergency Management Agency’s recommendations to create written standard operating procedures for substantial damage improvements; to promote the public health, safety and general welfare; to minimize public and private losses due to flood conditions in specific areas; and incorporate multiple updates.

Tests Showed Coliform Bacteria in the Clear Creek CSD (District) - Westwood Domestic Water System

 

Our water system recently violated a drinking water standard. Although this incident was not an emergency, as our customers, you have a right to know what happened and what we did to correct the situation.

 

We routinely monitor for drinking water contaminants in the water system. On September 24, 2013, the District collected one routine sample from the distribution system that contained total coliform bacteria. The three repeat samples collected from the distribution system on September 24, 2013, also contained total coliform bacterial. Two of three follow-up samples collected from the distribution system on October 2, 2013, again contained total coliform bacteria. The standard is that no more than one sample per month may show the presence of coliform bacteria.

 

What Should You Do?

 

You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.

 

People with severely compromised immune systems, infants, and some elderly may be at increased risk. These people should seek advice about drinking water from their health care providers. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1 (800) 426-4791.

 

What Does This Mean?

 

This is not an emergency. If it were, you would have been notified immediately. Coliform bacteria are generally not harmful themselves. Coliforms are bacteria which are naturally present in the environment and are used as an indicator that other, potentially-harmful, bacteria, may be present. Coliforms were found in more samples than allowed and this was a warning of potential problems.

 

Usually, coliform bacteria are a signal that there may be a problem with our source of supply, storage, or distribution systems. Whenever we detect coliform bacteria in any sample, we do follow-up testing to see if other bacteria of greater concern, such as fecal coliform or E. Coli, are present. We not find any of these bacteria in our subsequent testing, and further testing shows that this problem has been resolved.

 

What Happened? What Was Done?

 

The water system was chlorinated and flushed. The three follow-up samples collected from the distribution system on October 15, 2013, were absent for total coliform bacteria. The District has complied with the state standard for coliform bacteria during the months of November 2013, December 2013, and January 2014. The cause of the contamination has not been determined.

an Ordinance of the City of Susanville transferring all City Treasurer duties to the Finance Division and amending Chapter 2.12

 

of the Susanville Municipal Code

 

and abolishing the office of

The City Council of the City of Susanville does ordain as follows:

 

All past, present and future duties of the City Treasurer are hereby transferred to the Finance Division; and

 

Pursuant to Section 51506, et sequitur, of the Government Code, the Office of the City Treasurer is hereby abolished effective June 30, 2014 or the end of the current term whichever is earlier; and

 

Chapter 2.12 of the Municipal Code of the City of Susanville is revised to read as follows:

General Work Description:

 

Remove existing fence, bleachers, concrete walk at stadium, and A.C. paving in the west side parking lot at Lassen High School as noted on plans.

 

Install new A.C. paving, base rock, and concrete walk for the accessible parking spaces. See Sheets C1R, C2, C3, C4R, C5, C6, C7, C8, C9 of plans dated July 29, 2013 (revision)         by NST Engineering, Inc. Install new ADA signs, striping, and ADA logos as noted on the plans. Length of contract will be 60 calendar days, beginning on June 10, 2014.

 

The successful bidder must possess the following proper classification of Contractor’s license: General Contractor or General Engineering license.

 

This contract is subject to the provisions of Section 22300 of the California Public Contract Code, which provides for the substitution of securities for any monies withheld by a public agency to ensure performance under a contract. The bidder’s attention is directed to said Section 22300 of the Public Contract Code for the specific requirements and provisions for such substitutions of securities, if requested by the Contractor.

 

This contract is subject to State contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990.

 

Plans and specifications may be obtained the Office of the Project Engineer, NST Engineering, Inc., 1495 Riverside Drive, Susanville, CA. A copy of the bid documents may be obtained at the Engineer’s Office upon request and a payment of $25.00. The amount of the payment is charged at cost and is not refundable.

 

The successful bidder shall furnish a payment bond and a performance bond, each equal to one hundred percent (100%) of the contract price. Bidder’s Bond equal to ten percent (10%) of the contract price is required to be submitted with bid documents.

 

The Contractor shall also furnish Certificates of Insurance, with Lassen Union High School District named as an additional insured, in amounts and coverage as specified in the Specifications.

 

Lassen Union High School District hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for an award.
