County abolishes authority
Feb. 26, 2013 — Lassen County’s Local Reuse Authority (LRA), an agency created by the Lassen County Board of Supervisors to manage the properties acquired from the U.S. Army and spur economic development in the Herlong area, is no more.
On Sept. 11, 2012, the board moved to abolish the agency and transfer the associated properties to the county.
The board unanimously approved a motion to disband the agency it created in 1995 — finalizing the action it took last year.
The board also voted 4-1 (with District 2 Supervisor Jim Chapman voting no) to deed the agency’s Herlong properties to the county. The county may be ready to sell the properties as early as this summer. That action authorized Martin Nichols, the county administrative officer, to transfer ownership of the properties from the LRA to the county.
The board also transferred property and granted easements to the Herlong Public Utility District (HPUD) — primarily the property known as the Herlong Greenway.
The district also will receive the grant funding obtained by the county for proposed improvements to the greenway.
Pat Williams, general manager for the HPUD, said the district has about $13 million invested in water infrastructure and about $6 million invested in wastewater infrastructure.
It also has a $7 million contract with the Army to supply water to Sierra Army Depot. That project has not been completed.
The proposed transfer of the Theatre Building to the Fort Sage Unified School District was not complete yet, and the county expects to transfer that property once the process can be completed.
