ORDINANCE NO. 12-0987
AN ORDINANCE OF THE CITY OF SUSANVILLE AMENDING
SECTIONS 2.36.020, 2.36.030, 2.36.050, 2.36.080, AND 2.36-090 OF THE CITY OF SUSANVILLE MUNICIPAL CODE
TO ADD THE PROVISION FOR APPOINTING ALTERNATE MEMBERS TO THE CITY OF SUSANVILLE PLANNING COMMISSON
WHEREAS, the City of Susanville Municipal Code presently provides for the appointment of five (5) citizens living within the City limits to serve on the City’s Planning Commission; and
WHEREAS, it has come to the attention of the City Council of the City of Susanville that appointing alternate members to the Planning Commission would help serve the community by providing additional assurances that a quorums will be present at Planning Commission meetings and that the addition of alternate Planning Commission members would establish a method for individuals wishing to serve on the Planning Commission to gain firsthand knowledge and experience as to the duties and responsibilities of the Planning Commission.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SUSANVILLE DOES ORDAIN AS FOLLOWS:
Section 1: Sections 2.36.020, 2.36.030, 2.36.050, 2.36.080, and 2.36-090 of the City of Susanville Municipal Code are hereby amended as follows:
2.36.20 - Planning commission membership.
The city’s planning commission consists of five members, who shall be appointed by a quorum of the city council. The City Council may also choose to appoint up to two (2) alternate members to the commission.
2.36.030 Eligibility for office.
A person is not eligible to hold office as a planning commissioner unless he or she is at the time of appointment, a resident and registered voter of the city. If, during his or her term of office, a member of the planning commission moves his or her residence outside the city limits, or ceases to be an elector of the city, such member’s office shall immediately become vacant. The same eligibility requirements shall apply to alternate commission members
2.36.050 Vacancies in office.
If the office of a member of the planning commission becomes vacant, the vacancy shall be filled by appointment as provided in Section 2.36.020, except that the new member shall complete the former commissioner’s unexpired term. If there are appointed alternate Commissioners, the City Council may first consider one of the alternate members for the position.
2.36.080 Planning commissioners’ compensation.
Each member of the planning commission shall receive compensation, commencing on January 1, 1996, pursuant to Government Code Sections 36506 and any subsequent amendments and/or substitutions thereto as follows:
A monthly salary of seventy-five dollars ($75.00) per month.
Alternate members shall not receive compensation.
2.36.090 Planning commission—Quorum.
Three members of the commission constitute a quorum for the transaction of business. If a quorum cannot be made from the serving planning commission, a previously appointed alternate member may be used to fulfill a quorum.
Section 2: This ordinance shall take effect 30 days from its adoption by at majority (3/5) vote of the members of the City Council.
Section 3: The City Clerk shall cause this Ordinance to be published at least twice in The Lassen County Times, a newspaper of general circulation, published and circulated within the City.
Section 4: If any section, subsection, sentence, paragraph, clause, term, word or phrase of this Ordinance is, for any reason, held to be invalid or unconstitutional for any reason, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portion this Ordinance, it being expressly declared that this Ordinance and each section, subsection, clause and phrase hereof would have been prepared, proposed, adopted, approved and ratified irrespective of the fact that any one or more other sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.

Lassen County Public Works is now accepting proposals for two projects requiring engineering services. Each project is generally the same in need and consists of providing engineering services for the design of a standby power system at two different sites within the County.
Proposal information and RFP packages can be obtained from Lassen County Public Works Department at 707 Nevada Street, Suite 4, Susanville, CA 96130.
Proposals must be submitted to the Lassen County Public Works Department at 707 Nevada Street, Suite 4, Susanville, CA 96130 by 3:00 P.M., January 23, 2013 at which time they will be opened and subsequently evaluated.

Due to the resignation of one member of the Board of Trustees of the Janesville Union Elementary School District, the Board voted at its December 18, 2012, meeting to call for a provisional appointment to fill the vacated seat. Community members wishing to be considered for a provisional appointment must:

Applications from candidates meeting the above qualifications will be reviewed by the Janesville Union School District Board of Trustees, and the Board may fill the vacancy at the January 15, 2013, meeting of the Board. Unless a petition calling for a special election, containing a sufficient number of signatures, is filed in the Lassen County Office of Education within 30 days following a provisional appointment, the appointment shall become effective. The appointee shall hold office until the next regularly-scheduled board member election, which will be in November 2013.
