The City of Susanville Planning Commission will be holding a public hearing to consider approval, conditional approval, or disapproval of a new commercial building for an O’Reilly Auto Parts Store and modification/revocation of Use Permit 98-02 (Susanville Inn motel expansion) which was approved on August 11, 1998 and which has only been partially constructed. The hearing will be held on Tuesday, December 11, 2012 at 6:30 p.m., in the City Council Chambers in City Hall located at 66 North Lassen Street, Susanville, California.
PROJECT DESCRIPTION: The applicant is requesting a Use Permit/Architectural Review to allow the construction of a new 6,971 square foot retail store in the General Commercial and Shopping Center District (C-2). The new store will be located on a 0.78 acre site at the northeast corner of Main Street and Russell Avenue. The hours of operation are 7:30 AM to 8:00 PM, Monday through Saturday and 8:00 AM to 7:00 PM Sunday. The Use Permit will also address modifications or revocation to previous Use Permit 98-02 which is applicable to the project site and three other adjacent parcels, APN(S) 105-320-17, 18, & 21 which was approved for the expansion of a motel which has been only partially constructed. The public is invited to attend and provide written or verbal comments. Written comments to be included in the staff report must be received by the Tuesday prior to the meeting.

NOTICE IS HEREBY GIVEN that the County of Lassen will conduct a public hearing by the Board of Supervisors on Tuesday, December 11, 2012, at 10:40 a.m. in the Board of Supervisors Chambers, 707 Nevada Street, Susanville, in order to discuss possible applications for funding under the Fiscal Year 2012/2013 (July 1 to June 30) State Community Development Block Grant (CDBG) Program to solicit citizen input on possible activities to be included in these applications.
The Community Development and Economic Development Allocations of the State CDBG program will publish a combined “Notice of Funding Availability” (NOFA) each program year. Eligible cities and counties may submit applications for CDBG funds under the NOFA. It is estimated that up to $2,000,000 will be available in total. The Economic Development “Over-the-Counter” (OTC) Allocation requires a separate application with a maximum limit of $3,000,000 per year. The NOFA also includes the Native American and Colonia’s Allocations. The Native American Allocation is only for areas with high concentrations of low-income Native American residents, who are not part of a federally recognized Native American Indian tribe or Rancheria. The Colonia’s funding is only for designated communities within 150 miles of the Mexican-American border.
ELIGIBLE ACTIVITIES UNDER THE ABOVE ALLOCATIONS IN THE NOFA CONSIST OF: HOMEOWNERSHIP ASSISTANCE AND HOUSING REHABILITATION PROGRAMS; PUBLIC FACILITY AND PUBLIC IMPROVEMENTS PROJECTS (INCLUDING PUBLIC IMPROVEMENTS IN SUPPORT OF NEW HOUSING CONSTRUCTION); PUBLIC SERVICE PROGRAMS, PLANNING STUDIES, ECONOMIC DEVELOPMENT BUSINESS ASSISTANCE AND MICROENTERPRISE ACTIVITIES. Request for Proposals
Notice is hereby given that the Fort Sage Unified School District, referred to as the Owner, will receive sealed proposals for the furnishing of all labor, materials, transportation, equipment and services necessary for “Water Improvements” project in Herlong, Lassen County, California. Bids will be received at the School District Office at 100 DS Hall Avenue, Herlong, CA 96113, until 2:00 p.m. on Thursday, December 13, 2012, at which time they will be publicly opened and publicly read.
The project consists of construction of water system improvements at adjacent Sierra Primary School and Herlong High School sites, as shown on the Drawings and as indicated in the Specifications by the Architect, Aspen Street Architects, Inc., Angels Camp, California. A mandatory pre-bid walk-through will be held at 2:00 p.m. on Tuesday, December 4, 2012 at the School District Office, 100 DS Hall Avenue, Herlong, CA 96113.
Types of bids required will be stipulated sum. No bid will be considered unless it is made on the form provided by the Architect and accompanied by cash, cashier’s check, certified check or Bidder's Bond from a surety company admitted by the State of California Insurance Commissioner, for 10% of the amount of the bid, made payable to the Owner. Such cash, cashier’s check, certified check or bidder's bond shall be given as a
guarantee that the bidder will execute the Contract, if it be awarded to him, in conformity with the Contract Documents.
Bid shall not expire for a period of sixty (60) days after the scheduled closing time set for receipt of bids. The Contractor awarded the project will be required to provide 100% Payment Bond and 100% Performance Bond. Contractor shall possess a valid Class A General Engineering, B General Building, or C-34 Pipeline Contractor license issued by the California Contractors State License Board. Actual construction is not intended to start until school is out in June 2013, with 60 calendar days to complete.
