John Arthur Reynolds led a forum on Latin America saying the United States should declare war, perhaps on Japan, in order to get Latin America countries such as Brazil and Argentina to stand behind America.
He said this a little more than a month before the Japanese bombing of Pearl Harbor.

The Westwood Planning Committee, a citizen’s group, set out to work on the local general plan, including a grant proposal for a four-season resort that would include a ski hill on Dyer Mountain and an industrial park adjacent to Mt. Lassen Power across from the old Westwood Airport.
At the same time, an acquisition proposal was being considered by the Department of Fish and Game whereby Goodrich Meadows, Mountain Meadows and other parcels in the area would be acquired by DFG and designated as wildlife areas.
Biologists said endangered species, including spotted owls, willow fly catchers and bald eagles inhabit the area around Westwood. The 200-acre parcel, which includes the old mill pond, is especially sensitive for the fly catcher, as it is one of only five nesting sites in the state for the small bird.

Cow mutilation investigator Jean Bilodeaux, of Red Bluff, Calif., gathered grass samples last week at the Papoose Meadows site near Eagle Lake where two cattle were found mutilated. Bilodeaux wouldn’t confirm extraterrestrial involvement in the bizarre mutilations, but she discounted police theories that they were part of “non-traditional religious services.”

Lassen County’s Air Pollution Control District commissioners refused to reopen the Title V permit it issued three years ago to the Sierra Army Depot, in Herlong, despite a recommendation it should from a Cal-EPA staffer.

A claim that the prosecution violated the right to a speedy trial of a High Desert State Prison inmate accused of murder wouldn’t be heard in Lassen County Superior Court until the end of this month.
In its 2008-2009 report, the Lassen County Grand Jury has recommended unifying all the school districts in the area.
In its report the grand jury said unification would “Consolidate and improve business services and educational delivery for grades K-12 schools.”
“The consolidation from 10 current superintendents to one, over all the schools, would create fiscal benefit to all schools. For example, fewer board members would decrease the number of district paid health benefits and other costs,” the report said.
During the fall of 2008 and spring 2009, the grand jury toured 13 school districts.
