Grand Jury likes city of Susanville’s Web site
The jury commended the city for its informative and user-friendly Community Development Web site. It only had one recommendation. The jury would like to see the Web site expanded to include downloadable forms and other materials necessary to expedite the building process.
The Community Development Department works under the direction of the Susanville City Council and the administrative direction of the city administrator. The department consists of the planning and building divisions and a shared code enforcement division with the fire department. The department is responsible for administration of planning, building and development operations as well as a variety of administrative and special projects.
Susanville requires a building permit be obtained to erect, enlarge, alter, repair, move, improve, convert or demolish a building or structure. This includes building construction or remodeling and it also includes plumbing, mechanical and electrical modifications. All proposed construction must be in compliance with the current zoning regulations and construction codes. Susanville has adopted the 2001 California Building Code.
The city also receives block grant money from the state to provide weatherization for qualified low-income residents (cook stoves, windows, roofs, etc.) up to $5,000 per home.
The money collected from building fees and permits is placed in the general fund. This income helps to defray the administrative costs of the program as well as pay the salaries of one full-time inspector and one half-time inspector. From 1994 through 2004 the building fees remained constant, but in 2005 they were increased and will continue to be increased every year thereafter in order to meet program costs. The city’s planning fees are still, on average, lower than other communities, stated the grand jury.
