Streets Department loses one-third of its staff
Finance Director Robert Porfiri told the council at its Tuesday, Feb. 6 meeting that the streets department has been operating in the red for at least the last six years. A municipality has to have a balanced budget. Therefore at the end of the fiscal year the general fund has had to bail out the department. At the end of the 2006/2007 fiscal year the streets department was projected to be $109,834 in the hole.
He told the council that the general fund could not keep bailing out streets. He offered the council three options to consider.
Option A offered the council to stay status quo and allow the street department to continue to run in the red and have the general fund balance the department on June 30.
Option C was to not allow the department to have the $109,000 and do without any maintenance and repairs until the beginning of the new fiscal year that begins July 1. This option eliminated the two-part time positions and any scheduled work.
Option B, the one the council approved with Councilmember Rod DeBoer being the only no vote, balanced the department’s budget by taking money from other departments and funds.
City Administrator Luann Rainey said the money from other sources was revenue those departments did not anticipate using this fiscal year.
