Jan. 8, 2008 — Local law enforcement gathered at the Lassen County Sheriff’s Department recently to mark the retirement of “the best crime scene investigator” and most renowned practical joker in the area, Undersheriff Si Bollinger.

'Floating lines,' open breaker cause power outage
